SCOPE OF WORK
The Engineering Manager is responsible for overseeing all engineering operations, maintenance activities, and technical projects to ensure the safe, efficient, and cost-effective operation of the hotel and casino facilities. He/She will manage engineering resources, budgets, preventive maintenance programs, contractors, and project execution while ensuring compliance with applicable engineering standards, statutory requirements, health and safety regulations, and five-star hospitality standards. In addition, this person also drives energy efficiency, cost optimization, asset reliability, and continuous improvement through effective technical leadership and operational planning.
KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Supports the Director in preparing annual Engineering Budget.

Implement progressive monitoring of “maintenance” expenditure and takes actions as may be needed in the event of budget overruns.

Seeks opportunities in reducing cost.

Administer financial aspects of the department’s contract and purchase orders.

Audit the performance of MEP Subcontractors.

Be adept in aware of International and Local Building Codes of all MEP Systems.

Ensure all technical aspects of the projects are strictly complied with and in conformity with Conditions of Contract, Specifications, General Specifications, and Contract Drawings.

Supervising and managing the operation of hotels and casinos according to 5-star standards.

Ensure all systems are operating optimally and efficiently.

Ensure quick and definitive handling of problems arising during operation.

Making the smart operation planning to save energy.
-
Optimize manpower to operate in the most efficient way.
-
Training Technicians on operating procedures and troubleshooting of systems.
-
Develop an effective preventive maintenance plan.
-
Utilize available manpower to maintain systems present in hotels and casino to save the cost of replacing maintenance contracts (if possible).

Ensure maintenance is carried out according to standard procedures.

Monitor the maintenance process and make monthly maintenance report.

Secure all equipment are updated in terms of preventive maintenance.
-
Training Technicians on standard maintenance procedures.
-
Secure all contracts are updated and renewed.
-
Oversee equipment warranty duration and retentions.

Review the general contract documents and confirm the budget setup and project milestones in conjunction with DOE.

Ensure that the health and safety requirements are provided and that they comply authorities and regulations.

Prepare Document related to the fire prevention and fighting inspection of the authorities.

Perform routine maintenance to ensure the system is up to standard.

Oversee and enforce the implementation of HSE by MEP technicians.

Attending regular meetings (on work progress, coordination, design, etc.) with Main Contractor and Consultant to discuss key issues related to the project and take effective corrective actions.

Analyze drawings, specifications and statements of work in the preparation of activity networks for project resource planning and scheduling.

Prepare plans and schedules, status report and performance evaluation.
REQUIREMENTS

University degree in technical majors (Mechanical, Electrical, Thermal, Air Conditioning, ...)

Minimum three (03) years' experience in Operations & Maintenance of MEPF systems including Auxiliary/ELV Systems, interior finishes furniture and fittings as well as building envelope and architectural finishes of casinos, large 5-star and or 4-star hotels in the capacity of Assistant Chief Engineer, Manager or in similar positions.

Experience in Engineering Budget & Forecast & Budget Control.

Good Command in both written and spoken English.

Good working knowledge in PC Skills and use of all MS Office Applications, including Outlook.

Excellent technical knowledge in mechanical or electrical engineering as well as maintenance of MEPF systems and ID finishes.

Good working knowledge of ELV Systems and their maintenance requirements. Knowledge related to maintaining architect finishes.

Good leadership and ability to make sound decisions and perform other duties when required.

Good problem-solving skills, hands-on approach and attention to details.

Proficiency in both spoken and written Vietnamese/ English is a must.
