MAIN RESPONSIBILITIES
1. Pavement Engineering Governance, Asset Strategy & Technical Assurance
-
Act as the airport's technical authority for airfield pavements, associated civil infrastructure and pavement engineering activities, providing specialist engineering advice across the airport.

Develop, maintain and continually improve engineering standards, inspection methodologies, maintenance procedures and technical specifications for runways, taxiways, aprons, aircraft stands, shoulders, service roads, drainage infrastructure and associated civil assets.

Develop preventive, predictive and corrective pavement maintenance strategies that maximise structural integrity, operational availability, asset life and whole-of-life performance.

Lead pavement condition assessments, structural evaluations and engineering inspections to identify deterioration trends, maintenance priorities and long-term rehabilitation requirements.

Develop engineering methodologies for pavement repairs, rehabilitation programmes, airfield markings and associated civil maintenance activities in accordance with ICAO Standards and Recommended Practices (SARPs), ICAO Annex 14 and applicable Vietnamese aviation regulations.

Provide specialist engineering advice relating to pavement materials, structural performance, aircraft loading, drainage infrastructure, friction management, rubber removal, pavement geometry and operational serviceability.

Lead the preparation, review and periodic update of Aircraft Classification Rating – Pavement Classification Rating (ACR-PCR) assessments, ensuring pavement strength information is accurately provided to the Airport Authority (Cảng vụ Hàng không), VATM – the air navigation services provider (ATC/AIS/MET/ATFM) and AIS for publication within the Aeronautical Information Publication (AIP), where applicable.

Support lifecycle planning, capital investment programmes and infrastructure renewal initiatives in collaboration with the Expert, Asset Planning & Management to optimise long-term pavement performance.
2. Pavement Performance, Operational Support & Technical Investigation
-
Monitor pavement condition, engineering performance and asset reliability through structured inspection programmes, engineering analysis and condition monitoring to identify operational risks and opportunities for continuous improvement.

Lead technical investigations into pavement failures, surface deterioration, drainage deficiencies, operational defects and other engineering issues, identifying root causes and recommending sustainable engineering solutions.

Develop and oversee pavement friction testing programmes, rubber removal strategies and surface condition monitoring activities to ensure continued compliance with ICAO operational requirements and support safe aircraft operations.

Support implementation and continual improvement of the Global Reporting Format (GRF), providing technical engineering advice relating to runway surface conditions, contaminant assessments and pavement performance.

Provide specialist engineering support during pavement rehabilitation works, emergency repairs and infrastructure restoration activities to minimise operational disruption and maintain aerodrome serviceability.

Coordinate technical interfaces with AOCC Operations, Airfield Operations, Airport Duty Managers and Safety, Security & Compliance regarding pavement condition, engineering risks, operational restrictions and infrastructure availability.

Support Airport Operator NOTAM processes by providing technical assessments of pavement defects, engineering works and operational restrictions affecting aircraft movement areas.

Analyse inspection findings, engineering surveys, maintenance records and pavement performance data to support evidence-based maintenance planning, investment decisions and long-term asset management.

Provide technical oversight of perimeter fencing and associated airfield boundary infrastructure maintenance, ensuring defects affecting the integrity of the restricted area are promptly reported to the Airport Duty Manager and Safety, Security & Compliance Department, with appropriate coordination undertaken in accordance with the Airport Aviation Security Programme and applicable regulatory requirements.
3. Regulatory Compliance, Technical Capability & Continuous Improvement

Ensure airfield pavements and associated civil infrastructure are maintained in accordance with ICAO Standards and Recommended Practices (SARPs), ICAO Annex 14, applicable ICAO guidance, Vietnamese aviation regulations, Aerodrome Certification requirements and approved engineering standards.

Lead specialist engineering support for regulatory inspections, technical audits, aerodrome certification reviews and compliance assurance activities relating to pavement infrastructure and associated civil assets.
-
Review and assure the technical performance of specialist contractors, engineering consultants, testing laboratories and service providers undertaking pavement maintenance, rehabilitation and engineering investigations.

Review engineering designs, rehabilitation proposals, construction methodologies and maintenance specifications to ensure compliance with operational, engineering and regulatory requirements.

Develop engineering guidance, technical procedures, inspection standards and competency materials that support the ongoing development of Airfield Maintenance personnel.

Provide mentoring, coaching and specialist technical advice to maintenance personnel, operational stakeholders and project teams on matters relating to pavement engineering and asset management.

Evaluate emerging engineering technologies, pavement management methodologies and industry best practice to improve infrastructure reliability, maintainability and operational resilience.

Promote a culture of engineering excellence, safety, regulatory compliance and continuous improvement that supports the safe and efficient operation of the aerodrome.
REQUIREMENTS
-
Bachelor's Degree in Civil Engineering, Airport Engineering, Highway Engineering, Infrastructure Engineering or another relevant engineering discipline.

Minimum 8 years' experience in airfield pavement engineering, airport civil infrastructure, pavement asset management or other comparable safety-critical infrastructure environments.
-
Demonstrated specialist experience in pavement condition assessment, structural evaluation, pavement rehabilitation, lifecycle management and maintenance of runway, taxiway and apron infrastructure.
-
Demonstrated experience developing pavement maintenance strategies, engineering standards, technical specifications and asset performance improvement programmes.
-
Experience undertaking or supporting Aircraft Classification Rating – Pavement Classification Rating (ACR-PCR) assessments and pavement strength evaluations for aerodrome operations.
-
Demonstrated experience supporting friction management programmes, rubber removal planning, runway surface inspections and implementation of the Global Reporting Format (GRF).

Demonstrated knowledge of ICAO Standards and Recommended Practices (SARPs), including ICAO Annex 14, together with applicable Vietnamese aviation regulations relating to airfield pavements and aerodrome certification.

Experience supporting airport certification, infrastructure handover, operational readiness and aerodrome development projects.
-
Experience managing specialist engineering contractors, pavement consultants, testing laboratories and contractor-delivered rehabilitation works within an airport or other regulated infrastructure environment.

Demonstrated ability to interpret engineering data, pavement performance trends and asset condition information to develop evidence-based maintenance and investment recommendations.
