Location: Singapore
Reporting To: Group President

Position Summary

The Project Controls Manager is responsible for establishing, implementing, and continuously improving the Project Controls Management System for the Singapore entity. This role provides governance and oversight of international EPC projects contracted under the Singapore entity, ensuring effective control of project planning, scheduling, cost, budget, cash flow, risk, and performance.

The role delivers timely and accurate project performance analysis and management reporting to support executive decision-making and achieve project business objectives. Working closely with the China headquarters, overseas subsidiaries, and project teams, the Project Controls Manager drives standardization and best practices across the project portfolio to ensure projects are delivered on schedule, within budget, and in line with cash flow and profitability targets.

Key Responsibilities

1. Project Controls Management

  • Establish and continuously improve the Project Controls policies, procedures, standards, and governance framework for the Singapore entity.

  • Lead and oversee project controls activities across all EPC projects contracted under the Singapore company.

  • Monitor project planning, scheduling, cost performance, budget, and overall project execution.

  • Coordinate with China headquarters, overseas project teams, and the Singapore management team to ensure compliance with project controls requirements.

  • Continuously enhance project controls processes, reporting systems, and management tools.

2. Planning & Scheduling

  • Review and approve the Master Schedule and detailed execution schedules.

  • Monitor achievement of key project milestones.

  • Track actual project progress and analyze schedule variances.

  • Facilitate project schedule review meetings and recommend recovery actions where necessary.

  • Support Extension of Time (EOT) analysis and preparation of supporting documentation.

3. Cost Control & Budget Management

  • Establish and maintain project budgeting and cost control systems.

  • Monitor project expenditures against approved budgets.

  • Analyze cost variances and recommend corrective actions.

  • Review Estimate at Completion (EAC) and project cost forecasts.

  • Support project profitability analysis and financial forecasting.

4. Project Performance Management

  • Develop project Key Performance Indicators (KPIs) and performance monitoring mechanisms.

  • Regularly analyze project cost, schedule, resource utilization, and overall performance.

  • Prepare project performance reports for management review.

  • Provide project performance analysis and decision support to senior management.

5. Forecasting & Reporting

  • Review monthly project reports and project controls reports.

  • Support forecasting of project costs, schedules, resources, and cash flow.

  • Monitor Forecast at Completion (FAC) and Estimate at Completion (EAC).

  • Report overall project performance and forecast results to executive management.

6. Project Risk Management

  • Develop and maintain the project risk management framework.

  • Identify schedule, cost, resource, and execution risks.

  • Organize project risk assessments and risk analysis workshops.

  • Monitor implementation of risk mitigation plans.

  • Establish project early warning and escalation mechanisms.

7. Change Management

  • Oversee project change management processes.

  • Assess the impact of changes on cost, schedule, and resources.

  • Support the commercial/contracts team in managing project variations and claims.

  • Monitor implementation of major approved changes.

8. Stakeholder Coordination

  • Coordinate project controls activities among China headquarters, overseas project teams, and the Singapore management team.

  • Promote collaboration and information sharing across engineering, procurement, construction, commercial, and other functional departments.

  • Track implementation of key action items and report progress to management.

  • Facilitate cross-functional alignment to achieve project objectives.

9. Project Portfolio Oversight

  • Oversee the overall performance of the project portfolio, including schedule, cost, cash flow, profitability, and KPIs.

  • Develop and continuously improve standardized project controls procedures and reporting across all projects.

  • Conduct regular Project Health Checks and project business reviews to identify major risks and performance gaps.

  • Ensure timely implementation of corrective actions.

  • Consolidate portfolio performance analysis and submit regular management reports to the Group President and Singapore General Manager to support strategic decision-making and risk management.

10. Business Performance Analysis & Executive Reporting

  • Regularly report the overall business performance of the project portfolio to the Group President, including schedule, cost, cash flow, profitability, risks, and KPIs.

  • Prepare executive project performance reports, including Forecast at Completion (FAC), Estimate at Completion (EAC), profitability forecasts, and analysis of major business variances, with recommendations for improvement.

  • Provide project controls analysis and decision support for strategic business decisions, resource allocation, and enterprise risk management.

  • Lead periodic Project Health Checks and business performance reviews, monitor implementation of corrective actions, and report improvement progress to senior management.

Qualifications

  • Bachelor's degree or above in Engineering Management, Project Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, Industrial Engineering, or a related discipline.

  • Professional certifications such as PMP, AACE Certified Cost Professional (CCP), PMI Scheduling Professional (PMI-SP), or equivalent are preferred.

Experience

  • 12–15 years of experience in Project Controls within international EPC projects.

  • Experience in power, energy, or large-scale industrial infrastructure projects.

  • Strong expertise in project planning, scheduling, cost control, budgeting, and performance management.

  • Solid understanding of FIDIC contracts and international EPC contracting practices.

  • Experience managing multiple international projects or project portfolios.

  • Prior experience leading Project Controls teams is highly desirable.
