JOB DESCRIPTION

Position : PROJECT MANAGEMENT DIRECTOR

Location: Vung Tau

Report to: Company Board of Directors / General Director.

  • Assist the Project Management Director and Company Management in planning, organizing, directing, and controlling all activities of the Project Management Department.
  • Develop and implement strategies, policies, objectives, and operational plans of the Project Management Department in line with company business goals.
  • Manage, allocate, mobilize, and optimize manpower resources within the department to ensure effective project execution.
  • Organize and monitor the implementation of all assigned projects from tendering, engineering, procurement, construction, commissioning, operation support, and project close-out.
  • Review and monitor project schedules, budgets, resources, quality requirements, and project risks.
  • Ensure project execution complies with contractual requirements, technical specifications, company procedures, and applicable industry standards.
  • Coordinate with clients, consultants, subcontractors, vendors, and relevant stakeholders to ensure project objectives are achieved.
  • Lead project review meetings, progress meetings, technical discussions, and management meetings.
  • Support business development activities by providing technical and managerial input during bidding, proposal preparation, and project planning stages.
  • Monitor project performance, identify issues, and implement corrective actions to achieve project targets.
  • Provide guidance and technical support to Project Managers and project teams.
  • Ensure compliance with HSE, QA/QC, and company management systems throughout project execution.
  • Review and approve project reports, procedures, technical documents, schedules, manpower plans, and resource allocation plans.
  • Participate in negotiations and contract administration activities when required.
  • Build and maintain strong relationships with clients, partners, vendors, and regulatory authorities.
  • Develop departmental capabilities through training, mentoring, coaching, and performance management.
  • Report project status, departmental performance, opportunities, and challenges to Company Management.
  • Execute other duties as assigned by the Company Board of Directors and General Director.
  • Other Duties

o Perform other duties as required by Company Management and the Board of Directors.

o Internal Relationships

o Coordinate with all departments including Engineering, QA/QC, HSE, Procurement, Finance, HR & Administration, Workshop, Operations, and Business Development.

o External Relationships: Clients; Subcontractors; Vendors; Classification Societies; Inspection Bodies; Regulatory Authorities; Consultants; Business Partners; Performance Evaluation; According to company performance evaluation regulations; Based on project objectives and departmental KPIs; In accordance with requirements of Company Management


REQUIREMENTS

  • Education: University Degree or higher. Major: Engineering (Mechanical, Petroleum, Industrial, Marine, Construction, or related technical disciplines).
  • Working Experience: Minimum 10 years of experience in Oil & Gas, Industrial, Mechanical, EPC, Offshore/Onshore Projects or related industries. At least 5 years in a managerial or leadership position.
  • English Proficiency: Fluent in speaking, listening, reading, and writing English.
  • Computer Skills: Microsoft Office (Word, Excel, PowerPoint, Outlook); Project Management Software (MS Project, Primavera P6 preferred); AutoCAD and other specialized engineering software.
  • Training Courses / Certifications: Preferred to have professional certifications such as QA/QC, API, CSWIP, NDT, PMP, or equivalent certifications related to project management and engineering.
