POSITION SUMMARY:
The Regional Project Management Lead will lead the Asia regional project management function and directly manage a team of approximately 3–5 project management professionals.
The role has overall responsibility for project execution governance across the Asia region, ensuring projects are delivered safely, on time, within budget, and in accordance with contractual and technical requirements.
The Regional PM Lead will establish consistent project management standards, assign and balance project resources across the portfolio, develop the capability of the regional PM team, and provide hands-on leadership for major, complex, or high-risk projects.
A key objective of the role is to protect and improve project margins from contract handover through final completion, while proactively managing commercial, contractual, technical, schedule, supply chain, and customer-related risks.
This role will support the continued growth of the Asia business by building a scalable, accountable, and commercially focused regional project execution team.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Team Leadership & People Management

Set clear roles, responsibilities, objectives, and performance expectations for each team member.

Assign Project Managers to projects based on project complexity, workload, experience, and business priorities.

Balance project workload and resources across countries and projects within the Asia region.

Conduct regular one-to-one meetings, project performance reviews, and team development discussions.

Establish annual objectives and KPIs for direct reports and provide regular performance feedback.

Coach and develop Project Managers to improve their technical, commercial, contractual, and leadership capabilities.

Build succession and capability plans to support future regional business growth.

Identify competency gaps and develop appropriate training, mentoring, and development plans.

Promote a team culture based on ownership, accountability, transparency, collaboration, and early escalation.

Support recruitment and onboarding of additional project management resources as the regional project portfolio grows.

Develop the team from primarily project coordination toward stronger end-to-end project ownership and commercial accountability.
Regional Project Portfolio Leadership

Take overall leadership and governance responsibility for projects executed across the Asia region.

Maintain visibility of the complete regional project portfolio, including project status, schedule, cost, margin, cash flow, risks, claims, and key customer issues.

Allocate projects and responsibilities across the regional PM team.

Monitor team capacity and identify resource constraints before they affect project delivery.

Conduct regular portfolio and individual project reviews with Project Managers.

Provide coaching and direction to Project Managers on critical execution issues.

Personally lead or provide senior oversight for major, complex, strategic, or high-risk projects.

Ensure consistent project management standards are applied across all projects and countries.

Provide Regional Management with accurate project forecasts and early visibility of material risks and opportunities
Project Execution & Delivery

Ensure projects are delivered in accordance with contractual requirements, approved budgets, schedules, technical specifications, and quality standards.

Hold individual Project Managers accountable for project performance and agreed deliverables.

Ensure clear project execution plans are established at the beginning of each project.

Drive effective coordination among Engineering, Procurement, Manufacturing, Logistics, Site, Commissioning, Finance, and Customer teams.

Ensure project milestones, deliverables, and customer obligations are actively tracked and managed.

Support Project Managers in resolving critical execution issues and removing delivery bottlenecks.
-
Intervene directly when projects face material commercial, contractual, technical, schedule, or customer risks.
Margin Protection & Improvement

Take ownership of execution margin performance across the regional project portfolio.

Establish project cost baselines and ensure disciplined tracking of actual and forecast costs.

Hold Project Managers accountable for project budget, cost-to-complete, and margin performance.

Identify opportunities to improve project profitability through procurement savings, design optimization, execution efficiency, scope management, and commercial recovery.

Prevent margin leakage caused by uncontrolled scope changes, rework, delays, poor coordination, or unrecorded customer requests.

Drive early identification and realization of project upside opportunities.

Work closely with Finance and individual Project Managers to maintain accurate cost-to-complete and margin forecasts.
Contract & Commercial Management

Develop the commercial and contractual awareness of the regional PM team.

Ensure Project Managers understand key contractual obligations, milestones, payment terms, acceptance criteria, liquidated damages, warranties, and liability exposures.

Establish disciplined management of variations, change orders, claims, extensions of time, and customer-driven scope changes.

Ensure no material additional work is performed without appropriate documentation and commercial approval.

Maintain proper project records to support contractual positions and claims.
-
Support Project Managers in commercial negotiations with customers, partners, EPC contractors, and suppliers.

Personally lead or support negotiations involving significant commercial or contractual exposure.

SKILLS AND EXPERIENCE REQUIRED:

Bachelor's degree or above in Environmental Engineering, Civil Engineering, Mechanical Engineering, Chemical Engineering, Project Management, or related discipline.

Master's degree or MBA is preferred.

Minimum 10 years of project management experience, with at least 5 years in project lead or team management capacity.

Proven experience in municipal or industrial wastewater treatment, water supply, or related water infrastructure projects.
-
Demonstrated experience in EPC, design-build, or turnkey project delivery models.
-
Experience working in a multi-country, cross-cultural environment within the Asia region, with specific familiarity with Southeast Asian markets and project practices is highly preferred.

Proven track record in project budget management, cost control, and cash flow forecasting.

Strong knowledge of contract terms, variation management, and claims processes.

Basic understanding of wastewater treatment processes, mechanical and electrical equipment, SCADA systems, and plant commissioning is preferred.

Fluent in English (both written and spoken) as the primary working language.

Willingness and ability to travel frequently within the Asia region (approximately 30%–50% of working time) to project sites, client meetings, supplier facilities, and partner engagements.
