Technical Project Manager (Data Governance & Regulatory Transformation)

Job Description & Requirements

We are seeking an experienced Technical Project Manager to lead strategic data governance and regulatory transformation initiatives within the Banking and Financial Services sector. The successful candidate will drive project mobilization, stakeholder alignment, business analysis, and end-to-end delivery while ensuring compliance with data governance, data sovereignty, and regulatory requirements.

This is a hands-on leadership role requiring both strategic project management expertise and technical delivery capabilities.

Key Responsibilities

• Lead end-to-end delivery of Data Governance, Data Platforms, Metadata Management, Data Quality, Data Sovereignty, Data Risk Assessment (DRA), and regulatory transformation initiatives.
• Drive project mobilization, scope definition, requirements gathering, planning, and delivery execution.
• Collaborate with business and technical stakeholders to define project objectives, timelines, risks, and deliverables.
• Facilitate workshops, gather business requirements, and document functional and technical specifications.
• Produce project artefacts including project plans, business requirements, process documentation, risk logs, and status reports.
• Manage cross-functional stakeholders across Business, Legal, Risk, Compliance, Data, and Technology teams.
• Translate regulatory and legal requirements into practical operational and technology solutions.
• Support cross-border data transfer governance and data sovereignty initiatives.
• Monitor project risks, issues, dependencies, and mitigation plans to ensure successful delivery.
• Provide technical leadership while remaining hands-on throughout the project lifecycle.
• Mentor project team members and coordinate delivery across internal and external stakeholders.

Requirements

• Bachelor's Degree in Information Technology, Computer Science, Engineering, or a related discipline.
• Minimum 10 years of IT project management experience.
• Proven experience delivering one or more of the following:Data GovernanceData PlatformsMetadata ManagementData QualityData SovereigntyData Risk Assessment (DRA)Regulatory Transformation programmes
• Strong project management and stakeholder management skills.
• Experience conducting business analysis, facilitating workshops, and documenting requirements.
• Familiarity with cross-border data transfer governance and data sovereignty controls.
• Strong analytical, communication, and problem-solving skills.
• Ability to manage multiple stakeholders in a fast-paced environment.
• Banking or Financial Services industry experience is highly preferred.

Preferred Skills

• Experience managing regulatory or compliance-driven transformation programmes.
• Knowledge of enterprise data governance frameworks and metadata management.
• Experience working with global and regional stakeholders.
• PMP, PRINCE2, Agile, or Scrum certification will be an advantage.
